Notary & Passport Services

Notary Service:

Do you need Acknowledgement of Signature, Certified Copy, and Jurat services via a Notary? We can help! If documents need to be witnessed by one or more persons, patrons must bring their own witnesses. The Library’s notary cannot witness the documents to be notarized. Notary services are free for up to 10 notarized documents per family, per month. $1.25 per notarized page will be charged thereafter. Notaries public at the Morrill Memorial Library are not attorneys and therefore cannot conduct real estate closings.

Passports:

Note: As of October 3, 2024, Passport processing times are 4-6 weeks for routine service, and 2-3 weeks for expedited service (for an additional $60.00).

  • Adult Passport (16+): $130
  • Adult Passport Card: $30
  • Minor Passport (under 16): $100
  • Minor Passport Card: $15

When do I need to come in to apply for, or renew a passport?

If you have never had a US passport, if your passport was issued over 15 years ago, or if your expiring passport was issued when you were under 16, you must apply in person. Passports issued to children under age 16 are valid for 5 years. Children under 16 must renew their passports in person and follow the same guidelines as when the passport was first issued, including original birth documents and being accompanied by parents or guardians.

If your passport was issued when you were over 16, and it has not yet expired or has expired within the last five years, you may be able to renew directly by mail. See travel.state.gov for details.

What do I need to bring with me to the library when I apply?

  • Completed Form DS-11 printed or filled out in black ink. Do not sign your form until you are told to do so by the passport acceptance agent at the library. Forms are available at the library OR can be downloaded from the State Department's website.
  • Proof of identification: Usually a driver’s license or previously issued valid passport, but also Certificate of Naturalization or Citizenship, US Military ID, or government employee ID. All must have an identifiable photo.
    • If applying with a minor (under the age of 16), both parents must be present and have proof of identification. If both parents can not be present, additional documentation will be required.
    • Minors ages 16 and 17 may submit their own identification or have one parent present to present proof of identification
  • Proof of US citizenship: Usually an original birth certificate (no photocopies), original Certificate of Naturalization, or previously issued valid passport. Additional documentation or a File Search Fee may be required if these can not be provided.
  • Photograph of each applicant. See Form DS-11 for details. The library is not equipped to take passport photos at this time. Local options include CVS, Walgreens, Rite Aid, FedEx, Staples and AAA.
  • Payment to the US Department of State must be made with check or money order, with a separate check written for each applicant. The $35.00 Execution (Processing) Fee may be paid to the library in cash, check, or money order made out to the Morrill Memorial Library.
